系统研究国内外道路运营安全评价先进技术,认为各种安全评价方法有其优缺点,单一方法使用时,难以得到全面、可靠的评价结果。在此基础上,结合我国高速公路运营状况,提出了运用速度协调性分析、事故调查与分析、设计符合性以及运营安全评价清单进行评价的高速公路运营综合安全评价方法。该方法能最大程度地发现事故隐患、预防事故的发生或减轻事故的严重程度。并运用该方法对某改建高速公路进行了运营安全评价,指出了该拟改建高速公路两处事故多发路段和3方面的安全隐患,证实了综合安全评价方法的有效性。 相似文献

Coastal-zone sustainability policies are socially constructed. It follows that their effective implementation depends on the sustainable voluntary co-operation of stakeholders with competing interests and priorities. No form of integrated coastal-zone management can nurture such co-operation as long as the objective is to determine ‘best’ policies, derived by expert-based rational analysis, instead of seeking to identify ‘correct’ policies, ones that can draw the maximum possible stakeholder support. The latter task requires a co-operative coastal-zone management that incorporates the relevant public discourse into the policy formation process in a direct, proactive and conflict minimizing manner. Air pollution Integrated Assessment Models (IAM) can be used for determining how emissions should be reduced to improve air quality and to protect human health in a cost-efficient way. The application of IAM is also useful to spread information to the general public and to explain the effectiveness of proposed Air Quality Plans. In this paper, the application of the RIAT+ system to determine suitable abatement measures to improve the air quality at a regional/local level is presented for two European cases: the Brussels Capital Region (Belgium) and the Porto Urban Area (Portugal). Both regions are affected with PM10 or NO2 concentrations that exceed the limit values specified by the European Union legislation. To properly assess air quality abatement measures a surrogate model was used, allowing the implementation of an efficient optimization procedure. This model is derived in both cases through a set of simulations performed using a Chemistry Transport Model fed with different emission reduction scenarios. In addition, internal costs (due to the implementation of emission reduction measures) and external costs (due to population exposure to air pollutant concentrations) of policy options were considered. The application of this integrated assessment modelling system in scenario (Brussels case) and optimization (Porto) modes contributes to identifying some advantages and limitations of these two approaches and also provides some guidance when urban air quality has to be assessed. 相似文献

Within the CLEAR project a new approach to integrated assessment modelling has been developed for the participatory integrated
assessment of regional climate change involving citizens' focus groups. The climate change decision problem was structured
by focusing separately on climate impacts and mitigation options. The attempt was made to link the different scales of the
problem from the individual to the global level. The abstract topic of climate change was related to options on the level
of a citizen's individual lifestyle. The option of a low energy society was emphasised in order to embed the climate change
decision problem in a wider range of societal concerns. Special emphasis was given to the characterisation and communication
of uncertainties. The chosen approach allows different kinds of uncertainties in one framework to be addressed. The paper
concludes with a summary of the experience made, and recommendations for the use of models in participatory integrated assessments.
